Draft Policy: Code of Meeting Practice 2021

At its Ordinary Meeting held 23 February 2021, Council resolved to place the Draft Code of Meeting Practice 2021 on public exhibition for a period of 28 days.

The Draft Code of Meeting Practice 2021 has been amended as follows:

  • To remove reference to Pre-meeting briefing sessions;
  • All voting at Council meetings must be recorded in the minutes of meetings with the names of Councillors who voted for and against each motion or amendment, (including the use of the casting vote), being recorded;
  • Members of the public can register to speak on any topic at a Council meeting, including items not on the business agenda;
  • Reasons for refusing an application to speak at a public forum in a Council meeting must be in writing and provided as soon as practicable, and that this decision can be appealed to Council through the Mayor;
  • That reasons for refusing a speaker to present material at a public forum must be provided in writing, and that this decision can be appealed to Council through the Mayor;
  • That speakers who engage in inappropriate conduct can be refused by the Council further applications to speak at a public forum for such a period as the Council considers appropriate; and
  • That the Council and committee meeting webcasts will be retained on the Council website for 12 months.
