At its Ordinary Meeting on 25 March 2025, Council resolved to place the Long-Term Financial Plan (LTFP) on public exhibition.
All NSW local government authorities are required to develop and adopt a 10-year, Long-Term Financial Plan (LTFP) as part of the Integrated Planning and Reporting framework.
The LTFP serves as a strategic roadmap for managing resources, investments, and expenditures over the 10-year period. The LTFP highlights our progress towards long-term financial sustainability, which is essentially the council's financial capacity to deliver acceptable, affordable, and ongoing services to its community.
Just like households and businesses, Council has also been facing rising costs. As a Council, we have done everything we can to reduce spending, including improving efficiencies, reviewing fees and charges, sharing staff with other councils and securing grants wherever possible. Council has faced many years of cost-shifting from other levels of government, a reduction in grant funding, an increase in legislative compliance requirements, and a cap on the ability to generate revenue through rates and other fees and charges.
The development of the draft LTFP has demonstrated that Council cannot continue to deliver the current level of services, meet the current service standards, and deliver capital programs without additional revenue. A number of assumptions were tested to arrive at a model that ensures Council’s financial sustainability over the forecast 10-year period.
The draft LTFP includes the assumption of a Special Rate Variation (SRV) spread over financial years 2026/27 and 2027/28 to deliver long-term financial sustainability while maintaining the current level of services, standards and capital programs..
Council encourages community feedback on the draft LTFP and the assumptions on which it is based. Council will then consider the feedback before making a final decision on the draft plan. Should Council resolve to proceed with the SRV, a robust community engagement program will be undertaken prior to an application to the Independent Pricing and Regulatory Tribunal (IPART). Any SRV is subject to approval by IPART. More information on the proposed SRV can be found at this link.
