Schedule of Budget Review and Finance Committee Meetings 2018-19

At its Extraordinary Meeting held 13 November 2018, Uralla Shire Council resolved to set the meeting dates of its Budget Review and Finance Committee for the 2018-19 financial year as follows:

Presentation of Financial Statements

In accordance with Section 418 (3) of the Local Government Act, 1993, Uralla Shire Council advises that the ordinary Council meeting to be held on 27 November 2018 will include the presentation of the audited financial statements and the auditor’s reports for the year ending 30 June 2018.

In accordance with Section 420 of the Local Government Act, 1993, any person may make a submission in writing to Council with respect to the Council’s Audited Financial Statements or the Auditor’s Reports. Submissions close at 5.00pm, Tuesday, 4 December 2018.

Copies of the Audited Financial Statements and the Auditor’s Reports may be viewed or downloaded here or inspected at Council’s Administration Centre at 32 Salisbury Street, Uralla.

Uralla Visitor Information Centre Improvement Project

At the 30 October 2018 Ordinary Council Meeting Council resolved to:

place the works identified by the plans for internal construction (Option 1), garden and tower on public display for a period of 28 days including on Council’s website and social media accounts” (35.10/18).

Re-Exhibition of Uralla LEP 2012 Planning Proposal - Amendment of Land Classification

Uralla Shire Council is publically exhibiting a Planning Proposal to reclassify two lots in Uralla from community land to operational land from Friday 19 October 2018 until Friday 16 November 2018. This proposed amendment to the Uralla Local Environmental Plan 2012 is necessary to achieve appropriate alignment between the land uses and land classification.

The first lot is identified as 17 Queen Street, Uralla (Lot 30 DP 793510), which forms part of the caravan park near Alma Park. The proposed change in classification is to reflect the current use and may provide the opportunity for Council to facilitate other uses should it be necessary in the future.

The second lot is located at Rowan Avenue, Uralla (Lot 14 DP 787477), and was purchased by Council to develop as an industrial estate with the view to developing business and employment opportunities. The proposed change in classification is necessary for lot to be subdivided and developed.

Both lots are owned by Uralla Shire Council.

Planning Proposal PP_2018_URALL_001_00 Reclassification of Land to amend Uralla LEP 2012

 

 

Uralla Neighbourhood Center Financial Assistance

At the ordinary meeting of Council held on September 25 2018 resolution 38.09/18 was passed that:

1. Council give 28-days public notice of the proposed $3,000 in financial assistance to the Uralla Neighbourhood Centre Incorporated to support the drought relief measures being delivered such as the food pantry, counselling, and one-off relief payments for critical support.

2.  Council, subject to receiving no submissions during the 28-day public notice period, contribute $3,000.00 in financial assistance to Uralla Neighbourhood Centre Incorporated to support the drought relief measures being delivered.

Cessation of sales of mulch (Bundarra and Uralla landfill facilities)

Council has undertaken a review of the guidelines and environmental regulations relating to the supply of mulch. On the basis of this review Council has found that the quality of the mulch produced at the Bundarra and Uralla landfill facilities is unlikely to be compliant with the required standards.

A study to identify the necessary processes and equipment to improve the quality of mulch to a standard suitable for sale to the general public will be considered for funding during the 2019– 2020 Financial Year. Until such time as these matters can be addressed Council is unable to offer the mulch for sale to the general public.

Council will utilise the mulch within the landfill or incorporate into suitable external commercial operations in the interim.

Level 1 Water Restrictions Commence 25 September 2018

Due to dry conditions the volume of Kentucky Creek Dam has dropped to below 74%. Uralla will commence Level 1 water restrictions on Tuesday 25 September 2018.

The implications of Level 1 water restrictions for residents are that:

• Hand held hoses and drip irrigation systems should not be used between 10 am – 5 pm.
• Sprinklers are permitted for a maximum of 2 hours a day before 10 am or after 5 pm.
• Cleaning hard surfaces with a hand held hose is not permitted at any time.
• Vehicle washing with buckets is permitted at any time.

Council staff will continue to monitor the situation and will update the community should conditions change. Please contact Council on 6778 6300 should you have any questions or concerns.

Amendment to 2018-2019 Fees and Charges

At its Ordinary Meeting on Tuesday, 28 August 2018, Uralla Shire Council resolved to revise its 2018-2019 Fees and Charges to include amendments to the:
• Uralla Shire Council Caravan Park Fees and Charges; and
• Waste Management Facility Fees and Charges.

Pioneer Park Redevelopment Feedback

Council applied to the State Government’s Stronger Country Communities Fund to redevelop Pioneer Park. The proposal is for a master-planned, substantial, multi-age group adventure play facility. It will incorporate swings, rope challenges, slides and other contemporary equipment, safety fencing around the active play component, landscaping, lighting, seating, shade structures and water bubblers.

The funding has been granted by the State Government.

A second phase of the redevelopment, yet unfunded, is intended to include interpretative heritage elements.

Council has resolved to seek community submissions about the two design options that have been prepared for the redevelopment. Please see below for Options 1 and 2.

Your feedback about this important issue is requested. Please use the form (see link below) to advise Council of your preferred option.

Local Government Week 2018

NSW councils provide invaluable services to local communities, 365 days a year. While many people are aware that councils manage rates, roads and rubbish, the breadth and diversity of their work often goes unrecognised.

Held from 30 July to 5 August 2018, Local Government Week provides the perfect opportunity to promote the important work councils do in providing services to their communities, residents, ratepayers and businesses. The theme of Local Government Week 2018 is ‘The Power of Community’.

To celebrate Local Government Week 2018, Uralla Shire Council has developed a programme of free community activities planned for Tuesday, 31 July 2018 at the Uralla Library and Porter Park Precinct.

Screenwave Funding Resolution

At its Ordinary Meeting held on Tuesday, 22 May 2018, Uralla Shire Council resolved to place the draft Operational Plan 2018-19 on public exhibition for a period of 28 days.
 
The draft Operational Plan 2018-19 lists the actions, programs and activities Council will undertake during the financial year July 2018 to June 2019 inclusive. This plan is one of the documents required by the NSW Government’s Integrated Planning and Reporting framework.

A casual vacancy exists on the Bundarra School of Arts hall committee – a s355 committee of the Uralla Shire Council.
 
The vacancy is an unremunerated position and the committee meets a minimum of twice per annum.  The committee’s charter is: 
  1. to manage the Bundarra School of Arts Hall and 
  2. to provide advice to and work with the Council for the benefit of Bundarra and its surrounding community.

Council Resolution 27.11/17
  1. Council give public notice for 28 days of the proposed $40.00 section 356 donation, from the budgeted Community Grants Program, to Grace Munroe Aged Care Auxiliary.
  2. Council, subject to receiving no objections during the 28-day public notice period, contribute $40.00 in financial assistance to Grace Munroe Aged Care Auxiliary.

URALLA SWIMMING POOL FEE CHANGE

Council Resolution 46.11/17

  1. Council set the fee for the Uralla Swimming Pool for 2017/2018 season to $2 for children and $3 for adults, additionally that the sliding scale of discounted ticket books be offered at a rate of 20% for a book of 10, 30% for a book of 20 and 40% for a book of 50, off the entry price and place on public exhibition for 28 days.
  2. Council adopt the new swimming pool entry fees for children at $2 and adults at $3, additionally that the sliding scale of discounted ticket books be offered at a rate of 20% for a book of 10, 30% for a book of 20 and 40% for a book of 50, off the entry price and place on public exhibition for 28 days, subject to no objections or unsupportive submissions being received during the public exhibition period.
  3. Maintenance and repair funding be considered for 2018/19 budget preparation.
  4. Seeking expressions of interest for street art on the exterior and/or interior.

ROAD CLOSURE - MUNSIE BRIDGE

Council wishes to advise that Gostwyck Road at Munsie Bridge will be closed to all vehicular traffic from Monday, 8 January 2018 to Friday, 9 February 2018 for the purpose of renewing the deck on the Munsie Bridge.

The timber deck will be removed and replaced with precast concrete decking. The width of the newly constructed concrete bridge deck will remain as single lane.

During the closure a detour via a temporary (gravelled) by-pass track located at the south of Gostwyck Road at Munsie Bridge will be available. The temporary by-pass track will be removed once the concrete bridge is commissioned.

Detour signage will be erected during this time.


OPEN SPACE SURVEY

Council is preparing an Open Space Strategy to guide development of its parks and recreational facilities / spaces in the Shire. We know our community values its parks and reserves – but we want to know more!

February meetings for the Open Space Strategy:

The Invergowrie consultation session will be held at the Rural Fire Service shed at 6.30pm on 6 February 2018.

The Uralla consultation session will be held at the Uralla Community Centre Meeting Room at 6.30pm on 13 February 2018.

The Rocky River consultation session will be held at the Uralla Community Centre Meeting Room at 6.30pm on 20 February 2018.

Proposed Financial Assistance - BlazeAid

Council is proposing to provide financial assistance of $18,630 to BlazeAid Incorporated to cover the cost of Council fees for the use of the Bundarra School of Arts Hall and the Bundarra Caravan Park.

Planning proposal PP_2018_URALL_003_00 to amend Uralla Local Environmental Plan 2012

Uralla Shire Council is publically exhibiting a Planning Proposal to amend Schedule 1 of the Uralla Local Environmental Plan 2012 (ULEP 2012). The amendment will enable the use of a service station at 136 Bridge St Uralla, which is the site of a former Mobil service station. The public exhibition period is from Friday 16 November 2018 until Friday 14 December 2018.
